SINGAPORE, Jan 6 (Reuters) - China Energy Investment Corp has placed an order to import Australian coal, three sources familiar with the matter said on Friday, in one of the first deals since Beijing eased an unofficial ban imposed on coal imports from Australia in 2020.

The move comes as relations between Beijing and Canberra are thawing, and as China is trying to meet growing demand for coal because of higher power consumption following the easing of coronavirus-related restrictions.

Will Dry Bulk Return To Shortage Dynamics?

The Dry Bulk shipping market was stuck in a persistent glut throughout most of the 2010s due to immense fleet growth toward the end of the 2000s. Supply growth outpaced demand growth until ~2013-2014, creating a glut dynamic that persisted until ~2020. Demand growth was essentially zero last year due to the economic pressures in China and Europe, but supply growth has been low for longer.

Many dry bulk shipowners will have to slow steam their fleets for their vessels to achieve a passing rating in the International Maritime Organization's (IMO) Carbon Intensity Indicator (CII) regulation that takes effect on 1 January 2023, potentially disrupting a dry bulk shipping segment hampered by geopolitical turmoil and a sagging global economy.

The insufficient availability of alternative fuels, as well as ships equipped to utilize them, means that to score a passing rating on the CII, shipowners of older, less fuel-efficient fleets are likely to choose to slow their vessels.

A relative lack of dry bulker newbuildings has caused the global fleet to age considerably in the last decade. The number of vessels on the water aged 11 years or older is nearly double the amount in 2010, comprising nearly half of the entire fleet.

Shipowners are waiting for new technologies and legislation to force their hand into scrapping older vessels with carbon-intensive engines as steel prices associated with scrapping remain low compared to a strong secondhand market.

Reducing the average speed of a Supramax bulker to 12 knots from 14 knots adds six additional voyage days when traveling from the US Gulf coast to China. This would theoretically raise the CII rating for the bulker to a B rank, up from a failing E rank, according to Argus calculations. The extra time spent traveling will block tonnage from replenishing global supply as quickly, which could shrink the available global fleet and boost freight rates as a result. China Discussing Easing of Ban on Australia Coal Imports

Chinese bureaucrats are discussing plans to resume some imports of Australian coal after a more than two-year ban as relations between the nations improve.

The National Development and Reform Commission held talks Tuesday on proposals to allow four major importers — China Baowu Steel Group Corp., China Datang Corp., China Huaneng Group Co. and China Energy Investment Corp. — to make new purchases this year, according to people familiar with the matter, who requested anonymity to discuss private details. Imports could resume as soon as April 1.............. ;)
